トランプ大統領の初めての施政方針演説、トランプ氏は演説に先立ち何度も原稿を読み込み練習していたそうです。
政治専門誌ポリティコ（電子版）は「トランプ氏の政治歴で最も伝統に忠実な演説」（読売新聞３月2日）と評価しています。
「伝統に忠実」でなければ支持されないよ、ということなのでしょうかね。
「イスラム国」壊滅やアジアの注視など世界への関与を明言した、と読売新聞で記載されていました。
柔軟さは米国らしさを感じます。
一方、民主党は反発し、
「女性の権利擁護を象徴する白一色に服装をそろえて並んで着座しトランプ氏に無言の圧力をかけた」、としています。
白服の集団は40人余りで、わたしは、何か異様に感じました。
トランプ氏の戦略もあるのでしょうが、最初は厳しく過激な発言から、不法移民にも大幅に譲歩するなど、きれいごとを言っておきながら何もしなかったイメージの前大統領とは真逆だと感じました。
戦略だと思いますが、、、、もしかしたら大化けするかもしれない、とダウが21000ドルを超えたことも予感させられます。
しかし、読売は「過度な期待は禁物」とくぎを刺しています(笑)
フリン氏の更迭もあり、ロシアとの関係は一定の距離を持ち始めているようですが、対「イスラム国」掃討では協力していくようです。
ロシアの高官も冷静に見ているように感じます。
本日はシリア情勢なのですが、馬渕氏の著書では、「アラブの春」はネオコン勢力の演出であった、ということが指摘されています。
その「民主化」に徹底抗戦しているのが、シリアのアサド政権ということなのでしょうか。
トランプ氏の当選以後、シリア情勢に変化がみられるようです。

対アサド政権 路線対立
シリア内線終結に向けた国連主導の和平協議で、反体制派が戦略を描けず迷走している。トランプ米政権の発足後、米国からの支援が停止し、アサド政権の存続を巡り足並みの乱れも目立つ。反体制派は分裂含みの様相だ。
「米国からの支援が止まっている。シリア内線で今、米国の存在は皆無だ」。反体制組織の連合体「最高交渉委員会」（ＨＮＣ）の広報アサアド・ハンナ氏は25日、ジュネーブで本誌にこう説明した。
米国のオバマ前政権は主要武装組織「自由シリア軍」に武器供与などを行ってきたが、ハンナ氏によると、昨年１１月の大統領選前から支援が途絶えた。トランプ大統領が1月に就任した後、イスラム過激派組織「イスラム国」と戦うクルド人主体の民兵連合「シリア民主軍」は支援を受けるが他の組織に支援はないという。
トランプ氏は「イスラム国」掃討に向けロシアとの共闘を模索し、ロシアが支持するアサド政権の存続を容認する可能性も示唆してきた。反体制派の間ではトランプ氏が支援凍結を決めたとの見方が広がりつつある。ハンナ氏は、今回の和平協議に出席する米国のシリア担当特使からは「何の接触もない」と話す。
米国が支援を拒めば、トランプ政権との連携を図るサウジアラビアなどからの支援も細る可能性がある。
ＨＮＣではアサド大統領の退陣が今後について協議する前提との立場を崩していない。だがアサド政権存続に寛容な立場をとる組織が協議に参加し、反体制派内で路線対立が深まっている。
和平協議を呼びかけた国連のデミストゥラ特別代表はシリア国外で活動する元副首相カドリ・ジャミール氏、元外務省報道官ジハード・マクディン氏が率いる二つの組織を今回の協議に招いた。マクディン氏は本誌に「ＨＮＣの方針では、誰がどうやって選挙や憲法改正を進めるのか分からない」と述べ、アサド政権の当面の存続を認めた上で政権移行の手続きを進めることが必要と強調した。

オバマ政権が大量の武器を反政府組織に供与してきたということも、個人的に色々詮索してしまいます。
フリン氏もそうですが、トランプ政権は国防総省の制服組が支持しているという指摘もあり、職業軍人はネオコンに対して不快に思ってきた、と馬渕氏は述べています。
馬渕氏による「アラブの春」の見解は以下の通りです。
